it could just be a ground issue, i had that problem with my old sound system. But checking easy stuff first, its possible you could just have your mic/line in on with no device connected (which can cause noise), or bad grounding (either the pc isnt grounded or the audio reciever isnt)

Being as HDD's go out more then effin anything in a computer, it sounds like a hard drive issue. This has happened to me before. No beep though. Thats kinda weird. Is it a mobo beep? Or does it come out of your speakers?
