My friend gave me his old graphics card as he got a new one.I tried installing it and when i tried turning on my computer it didnt even start up the fans just spun a little.I'm trying to install a GT 220.

My specs.
CPU : E2220 @ 2.40 GHz Dual Core
PSU : 400w
Motherboard : Gigabyte GA-EP31-DS3L

I guess G220 has 2G Ram ?
G220 must not work on Giga P31 !!! I don't know why but it didn't work with me !
However try this :
1- clean the card and it's slot , make sure it is installed properly .
2- replace the power supply with a better one .

Does that card need a PCI-E 6-pin power cord?

^This. If the card requires auxillary power which you haven't connected then that's likely the cause of the failed boot. Also as above cleaning the card and ensuring it's seated properly is worthwhile. Failing those then test the card in another machine if possible (had it only recently been removed from your friend's pc and was working then?). Again as mentioned above the power supply is potentially a problem too...Not entirely sure why I'm posting when it's mostly been covered :p
