PC Doesn't boot up as quick now I have a Graphics Card in?

Hey, my Dell Inspiron 531 doesn't boot up as quick like to the BIOS screen and stuff now that I have recently installed a PCI Express Video Card inside. What happens is, I can hear the graphics card's fan spinning intermittently about 5 or 6 times untill the PC actually starts up? Is this a way to start the video card in a warmer mode or what? Thanks. Video card is a Powercolor ATI HD5570 1GB DDR3 PCI Express.
 
If you are using the stock Dell PSU, you are most likely running low on power, therefore it runs slow. What GFX card did you buy? Also what is your PSU wattage?
 
You want to get rid of that Bestec PSU.
They tend to fail after some years and take components with them. Best to replace before that happens.
 
Yeah, but it'd be hard to find a good 3rd party one that fits the same size. Those Inspirons don't come with the standard PSU.
