Default PC cant power up

My friend's P3 machine cant power up eventhorough i tried replace another power supply. The power supply should be ok because when i on power socket, monitor got power up, but when i press power switch on the cpu it wouldnt power up. Anybody know whats is going wrong ?

Check conncections to the case buttons on the motherboard.

Does your mobo have the power? Is there a green or red LED lit up?

After i changed a new 3v battery the machine can power up .
But i faced another problem.
That is the machine cannot detect the seagate 20Gb hardisk.
To confirm the IDE port is ok, i changed the 20Gb to another 40Gb seagate hardisk and it can be detect.
For the 20Gb, when running it sound weird, "clock"... "clock"...
Normal we can only hear the hardisk motor spinning only right?
Therefore i confirmed that the hardisk maybe spoiled...
Is there anyway to bring back the hardisk ?
