pc building issue, please help

hey all, the other day i tried to put together a computer. unfortunately when everything was ready, it wouldn't start, the power came on, the CPU fan came on, the little LED on the motherboard came on! but the monitor wouldn't, it just remained in standby.

i can confirm that the monitor works, and i have tried replacing everything else; ram, graphics card, pci-slot, psu, ide cable, hdd, cpu fan even the cpu itself! but nothing changed the fact that it wouldn't turn on.

bellow are the specs for the original.

ATI 3D rage pro pci - graphics card

celeron D 2.53ghz/256/533 - cpu

dell E210882 - motherboard

2x proMOS 256mb DDR-400mhz-cl3 - ram

SPI atx-250n 250watt - psu

You mentioned that you have replaced the PSU, did you go to or from that SPI unit?
