Default overheating issue AGAIN

I have a 5 year old hp desktop that's having a serious overheating issue. the last time i had this problem i had to clean the fan but this time there's little to no dust inside the case. i was told that the fan is the problem but i hear that the fan is on and its working real hard...is there a way i can solve this?

1. Get a new fan
2. Get a new heatsink, if you are using the default
3. Re-apply thermal paste
