OS installation with an SSD and HDD

I purchased a 1TB WD Green from a pawn shop to use as storage with my 120 SSD as the primary. I installed the HDD and it worked fine. But it was split in half so I wanted to repartition it. I went to install a clean copy of windows(just to partition the HDD) and just before the partition prompt I got this message "windows installation encountered an unexpected error verify that the installation sources are accessible error code 0xe0000100. I did some research and decided to try install windows on my SSD with out the HDD attached. And now it works. Why did this happen? And can I repartition the HDD within windows rather than having to run the installation?
