Ok I plug it in and the computer just starts up but when I power it down it doesnt boot back up again. Any ideas. I wish I knew how to setup jumpers because they came off.

Try another monitor or video card.

Does it actually boot up and go to the Dell screen?

Have you tried booting from any CD? Linux or Windows?

Try a new psu or graphics card. I'm leaning towards the psu itself or maybe the power cable since it won't power on. Have any laying around?
