i have a Forton 450W with Gigabtye DS3 mobo

take out jus the power supply and mobo n plug it in see if it works,

also do you have a 20 pin or 24 pin main connector on your psu and mobo?

i have a 24, and in the manual is said something about removing a cover "please remove the small cover on the power connector on the motherboard before plugging in the power cord" I have no clue what cover its talking about.

4 pin processor power

so if i use the 24 pin i should pull the 4 pin power on the cpu? or should i pull the 4 pin on the 24 to make it 20?

No, The 4 Pin connector and the 24 Pin connector Need to be attached.. (UNLESS your P1 COnnection is 20 Pins and not 24 Pins).

To test if the power supply is dead or not, you should dissconnect all connections but fans, then you take the 20/24 PIn connector, take an insulated paperclip, and connect a Black wire to a green wire.
IF the power supply turns on that means it is good and something else is wrong. IF it does not turn on, it means that the PSU is DOA and you should RMA it ASAP.
