... Please dont tell me you had it plugged in when you were putting it together?

Did you have yourself grounded during the building stage? Even just taking the motherboard out of its plastic bag is bad if you're not grounded.

  - i first installed the PSU in the case,
  - then i pluged the PSU into the wall and move the wire out of the computer side of the e case
  - then i touched the case a few times, the put on the wire my rist
  - then touch the case again
  - then took out the mobo from the staic protective case and off the ESD protective placement FOAM
  - then installed it and so on with the other parts,

any way, it turns out it was a DOA MOBO, i got the PSU tester and it was fine then i tested the MOBO and it wasnt getting and Power, thers wasnt a + connection to the board thought some of the 24pin connectors,
so i RMAed and im gettting a new one, ill proble get back to you guys about this Mon or Tues
