New Hard Drive. Need Help.

Try plugging it into a different sata port on the motherboard.

I have. I have for of them. I first did it on the 3rd one. Now Im on the 1st one.

Go into your bios and see if there are any settings that you can change for sata devices. Maybe something is not enabled there, or set incorrectly.

Most boards allow you to set SATA drives to act as IDE. Do you have that enabled?

No. I dont think so. How would I do that?

Should be a setting somewhere in the Advanced BIOS options.
