New Computer Won't Boot Up, Keeps Power Cycling...

Build serveral computers, never had this issue before. Brand new everything btw.
I power on the tower, and it gets power. All fans turn on and leds and such, but monitor does not turn on (like it's on hibernate but doesn't receive a signal to turn on).
First tried booting up with my GPU hooked up with HDMI (knew it was a slim chance of it working with no drivers installed) and nothing. So ofc I switched to VGA and conected to the VGA out directly on the motherboard.
Tried it again, same results. The computer seems to keep power cycling rather than booting up.

Anyone know what might cause this? I checked all connections and reseated my RAM. Everything seems perfect.

Z77A-GD55 MSI Motherboard
Intel i5-3570K CPU
WD VelociRaptor 1TB HDD
EVGA GTX560 OC GPU
Raidmax RX-850AE 80+ Gold PSU
Corsair Vengeance 16gb 1600mhz RAM (2x8gb)
NZXT 810 Switch Tower

Can't think of anything else that would make any difference. Please help!
 
Is the CPU heatsink/fan spinning? Did you try reseating the CPU to make sure it's correctly installed as well?
