new build problems. back panel not working

Hello all, I just joined this forum. Seems like a great place to get advice.. and hopefully i can help some people at some point.

I just built a new computer that i am going to use as an htpc.
heres the specs::
mobo: GIGABYTE GA-MA785GM-US2H
cpu: AMD Athlon II X2 250 Regor 3.0GHz Socket AM3 65W Dual-Core Processor ADX250OCGQBOX
Memory: G.SKILL 2GB 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400)
psu: an older 250w that i pulled out of another comp

I was having issues from the get go. The back panel was not working. The vga, usb, hdmi, sound....etc was not doing anything when the computer booted.
Everything sounded like it was going fine but all the external peripherals would do nothing.
if I restarted many times it would work every once in a while. Then it worked for a couple weeks but its doing it again now.

any ideas what it could be? can someone with experience help me troubleshoot this?

thanks for the quick response! I have a feeling its the mobo but was confused that it works sometimes.

I just removed the mobo battery to reset the cmos. is this the best way? Ive never done that before since all my builds have just worked.
i will let you know if this works

Any chance the psu could be to blame?
