Default Need help, My computer not performing at full potential...

Okay on CS:S I get max fps of 50 and minimum fps of 20 on De_Dust2, on CS_Office I get a max fps of 40 and minimum fps of 15. Is this all my computer should be able to run or is something wrong with it? Here is my computer's specs:

Intel Pentium 4 2.4Ghz 533 FBS
1 Gigabyte of RAM
430 W Power Supply
nVidia Geforce 6800GS 256mb GDDR3 AGP8x Video Card
Windows XP Home Edition
Asus P4V8X-MX Motherboard

Please reply soon, thanks.

Neil

Also sometimes when I have alot of processess running or I click on something, my computer just restarts itself. Right before it restarts I hear a "click" sound inside my computer and then it restarts itself. Then when I enter windows, it says "Windows has recovered from a serious error". Is this a hardware issue?
