MSI P31 NO power on

Hi ,
I have a MSI P31 Neo v2 MB
It's problem :
This motherboard does not respond to the power button !

diagnostic info :

3.3v OK in power button .
3.3v OK in PCI slots
Manually connecting Green wire with the Black one boots the board and every thing is OK ( tested by installing windows and drivers and 4 hours of work ) But in this case there will be no power down !!!
Bios is not forgetting settings .

I will solder the green wire & GND .. butthis will make it like an old AT mb ..

I want to know if there is a solution to make it an ATX board again !

Replace the power supply
You did not specify the 12 and 5 volts output

the power supply is ok and as i said the Motherboard is booting and ok if I shorted the green wire and the black one .....
but when I de-short them it just turn off ! as n old AT motherboard .

the main problem is that the mainboard is not responding to the power button !! I mean shorting the power switch in the front panel is not working !

I guess the problem is in this ic :

well if you know it's the board, then replace it
Taking the power supply to a local shop to get it tested under a load is recommended imho

I am the local shop now hihi

well I soldered the green wire pin in the board with the next pin (GND) and it was final ...
there is no power down for the pc now , but every thing else is OK.
