Mouse Freezes After Restart

This post is on behalf of my brother. Not tech savvy. He says that every time he uses the RESTART feature, and the system reboots, the mouse freezes, with pointer frozen dead center. He said it has ALWAYS been this way. He is running XP and has 512MB RAM with Pentium 4.
Instead of using RESTART, he has to SHUT DOWN, and then manually restart every time. If he does this, no freeze up. ONLY WHEN USING RESTART feature.
I suggested he upgrade his mouse driver. He did, and this did no good. It's a Microsoft Basic Optical Mouse.
Any clues on this one?
I would like to help him out with this problem

Could be. Not sure. I called Dell and got a fix from a hardware specialist. It's a matter of shutting down, disconnecting all cables and unplugging from wall. Hold down start button 15 secs to get rid of static electricity. Reconnect all cables and wall plug, and restart, hitting F2 button upon restart. When System Information screen appears, turn on CAP LOCK, NUM LOCK and SCROLL LOCK. Press ALT and letter E key simultaneously 3 or 4 times. Press ALT and letter F key simultaneously 3 or 4 times. Press ESC button. Click on SAVE and EXIT on screen. Hit ENTER to reboot.
This will apparently reconfigure the deal and solve the problem.
We'll see.

could it be just cuz its microsoft. I mean microsoft is known for its many weird and senseless bugs. . .
 
sounds like a complicated fix lol i woulda just bought a new mouse (course it prolly wouldnt of worked fine but hey) lol
