Monitor is giving me trouble

I just bought a like new monitor, but there is one small problem. It doesnt seem to want to turn on properly. I plug it into the ac adaptor and the set of three lights on the power button strip are doing some crazy pattern. What is this chip called, btw, cuz i think that may be the problem. I think this becuase i see the screen flicker once when i turn it on, so i know its working, i just cant turn it on since the power button is freaking out. I know it isnt the logic board, but what is the chip with the power led called? Anyways, please help. Thank you!

Does anybody know where i can buy just the little board with the power button and video adjustments from? I would much rather replace this piece rather than buy another $200 monitor.
