Is it mobo or cpu?

Had a power supply quit on me, tested it and it is dead as a doornail. Father-in-law gave me a spare, and it only got my fans spinning. No mobo LED or cpu beep. All fans were spinning, including ones plugged into the mobo. Brother-in-law said the spare psu was fishy so I went and got a new one, same problem again. By the way, the fans came on as soon as power was applied to the power supply, it didn't wait for me to hit the power button. CPU or mobo? I'm thinking mobo, but after buying a power supply and that not being it I'd like a second opinion.

P.S.
Does anybody know if Fry's electronics has a strict return policy?

It's the motherboard. CPU doesn't cause the computer to turn on automatically.

Thanks. I kinda suspected so, I just hope it's not both. See if I can return this power supply..

It very well could be both if your motherboard had a short circuit.
