major hardware difficulties

So a few months ago there was a storm near my house and the power went off for a few minutes. Of course my computer was on, and afterwards it hasnÂ’t turned back on. I tried to figure out what it was that caused the problem, but have been all but successful. IÂ’ve replaced the motherboard, power supply, processor, memory, and video card. Yet everytime I turn it on I see nothing on the display and after about one second it turns itself off and the bios makes continuous beeps. IÂ’ve looked around online and found that that means there is something wrong the the motherboard or the video card, but seeing as how IÂ’ve replaced both IÂ’m very confused (both motherboards have the Phoenix BIOS).
Anyone have any ideas?

I need to get another heatsink and cpu fan, but i thought that at least one combonation of all that hardware would get something to boot, but it never did.
All I get after hitting the power button is a continuous beeping.

the only thing i'm using from the old comp is the hard drive, dvd drive (any combination of the ones that i listed ... i know one of them has to work). and the cpu fan/heatsink.

with the old setup, it now turns on but both the hdd and power light stay on, and nothing shows up on the screen.
