Default major hardware difficulties

So a few months ago there was a storm near my house and the power went off for a few minutes. Of course my computer was on, and afterwards it hasn’t turned back on. I tried to figure out what it was that caused the problem, but have been all but successful. I’ve replaced the motherboard, power supply, processor, memory, and video card. Yet everytime I turn it on I see nothing on the display and after about one second it turns itself off and the bios makes continuous beeps. I’ve looked around online and found that that means there is something wrong the the motherboard or the video card, but seeing as how I’ve replaced both I’m very confused (both motherboards have the Phoenix BIOS).
Anyone have any ideas?

AMD Athlon 2600+ 333MHz FSB
AN35 Asus Motherboard with 333MHz FSB
AMD Athlon 3200+ 400MHz FSB *
KT-748 Motherboard with 400MHz FSB & 8x AGP *

GeForce FX5200 128MB 8x AGP
GeForce FX5200 256MB OverClocked 8x AGP *

K-Byte 512MB PC2700 333MHz DDR RAM
PNY 512MB PC3200 400MHz DDR RAM
Kingston KVR400/512R PC3200 400MHz DDR RAM *

Seagate Barracuda 160GB HD
Maxtor 250GB HD
Maxtor 30GB HD
Memorex DVD+-RW 16x
Sony DRU-510a DVD+-RW 4x

(* denotes new hardware that i bought to rememdy the situation)


along with some other various parts that shouldn't really make any difference:
Actiontec 4 port firewire card PF400L
AverMedia AVerTV Studio TV Tuner Card
Hauppauge WinTV-PVR 150
C-Media 6channel sound card
3.5" FDD
Antec 120mm Case Fan
AMD 80mm CPU Fan w/Heatsink

I need to get another heatsink and cpu fan, but i thought that at least one combonation of all that hardware would get something to boot, but it never did.
All I get after hitting the power button is a continuous beeping.

so your using nothing from the old computer, and it still wont boot?

the only thing i'm using from the old comp is the hard drive, dvd drive (any combination of the ones that i listed ... i know one of them has to work). and the cpu fan/heatsink.

with the old setup, it now turns on but both the hdd and power light stay on, and nothing shows up on the screen.
