Lag problem?!?!?

I have a couple year old HP Pavilion laptop. With a clean install of Windows Vista x64 just a month or so old.

I have this problem of lagging especially when gaming or viewing video content online.

I get about a minute of "everything is ok" then its back to lagging for another 5 minutes.

I don't think it be my internet connection @ 7 Mbps

Specs are:
AMD Turion X2 Dual Core Mobile @ 2.1 Ghz
4GB DDR PC2-6400
250 GB HD w/ 108 GB free
ATI Radeon HD 3200
Windows Vista Home Premium x64

Any help or insight would be much appreciated!

Since it especially lags with gaming and viewing video, perhaps your video card is the issue.

Download and run Hardware Monitor (CPUID - System & hardware benchmark, monitoring, reporting) to see what temperature your HD3200 is getting. Keep it running while you're gaming and watching stuff. What's the max value of its temperature after say, ten minutes of gaming?

Yes, I had a similar issue as this. It is most likely the graphic card. I would get sluggish desktop response. I found that my HS/Fan was clogged with dust. That card also may not be able to hold a heavy load. Has this workefd fine before?
