Default lag

Cpu- Intel Core i5-2400 3.10 GHz 6 MB Cache Socket LGA1155 Processor
VGA- XFX AMD Radeon HD 6770 850M 1 GB DDR5 DP HDM Video Card
PSU- Corsair Professional Series 650-Watt 80 Plus Certified Power Supply compatible with Intel and AMD Platforms - CMPSU-650HX
HDD- Western Digital Caviar Black 750 GB SATA III 7200 RPM 64 MB Bulk/OEM Internal Desktop Hard Drive
Cooler Master Hyper 212 Plus 120mm Sleeve CPU Cooler, RR-B10-212P-G1
Ram- Corsair Vengeance 8 GB ( 2 x 4 GB ) DDR3 1600 MHz (PC3 12800) 240-Pin DDR3
Asus 24x DVD-RW
Keyboard- HP Elite2 (RF)
Mouse- Rocketfish nano (RF)
Windows 7 home premium

so, I have a problem. even though I updated all the drivers, checked all components and on the resource monitor I see that the system uses less than 10% of its capabilities, sometimes system(especially mouse and sometimes keyboard) lagging occurs. when I troubleshoot the hardware and sound problems>hardware and devices it says: harware changes might not have been detected. what is the problem? searched for the solution online but none of them were helpful....(windows experience index shows: Processor-7.5, RAM-7.8, Graphics- 7.4, HDD 5.9) maybe hdd?

Windows index means crap.

What temperatures are you getting? Get HWMonitor and show us a screenshot.

What are you doing when the happens? Are you playing a game, surfing the net?
