Default Jello-like movement when moving mouse

I have a computer that loads correctly. When you move the mouse, it makes the screen appear to wiggle like jello, or like you are under water. It does this on two different monitors, so it isnít the monitor. Any ideas?

I took your suggestion, just in case, but no luck. Still wiggling. It seems to have degraded over the last few weeks as well.

Could be a bad video driver as well.
