Issues with old computer

Computer is a custom built computer by a local shop.

600mhz Duron processor on a Socket A mobo. 4 yrs old
PC100 or PC133 ram, 128mb stick and 256mb stick. 4 yrs old
60gb Maxtor HD 7200 ATA 100 I believe. 2 yrs old
PCI SoundBlaster Soundcard 5-6 yrs old
250W power supply 4yrs old
AGP Nvidia Riva TNT2 Model 64 card 4yrs old
PCI NIC 4yrs old
Floppy drive 6yrs old
48x CD-ROM drive 3 yrs old

yes a bit dated.
Multimedia KB 2 yrs old
17in Flat Panel KDS Monitor 2 yrs old
Wireless USB mouse(Usb connector to a dummy mouse which wirelessly connects up to 8ft to the real mouse 2 yrs old

Has worked fine for about 6 years, enduring many upgrades, 2 viruses, and alot of dust.
Clean it out pretty regularly... but lately its unusuable

About a month ago, it started having hard locks in Windows after 5min-2hrs of playing.... no GPFs, no blue screens, no invalid page faults, no rebooting, just hard freeze with no onscreen response from Keyboard input or mouse input.

Uninstalled Norton Antivirus, installed AVG to lighten the load on the processor.
Cleaned up the startup entries to minimal boot programs.
Cleaned spyware with HijackThis, and Spybot S & D
Defrag
Scandisk
update win98 fully with microsoft patches(only one security patch)

Not fixed... lived with it for a few days.

Last few days it has started to have $ # % ! and other special characters/machine language in random areas of the screen and in place of letters on some of the wording of the Video BIOS, POST, and DOS bootup parts of Win98. Also random blurring.
Windows has disolored icons, shadows, and other graphical glitches.

4 passed tests
Ran Maxtor HD diag
Passed long and quick test

Doubt its Power source or it would be rebooting/shutting off
Worried its Mobo
Hopeful that its Video card

Pulled my Geforce3 Ti200 64mb spare video card(my old one i kept wrapped in static free bag) out and was going to put it in, but its too long, the security tab and just length of the card will make it run into the ram slots.

Put the case back together and have given up most hope.

I made a bootable CD(my win2000 main machine) since it wont read floppies... it says they are unformatted... and wont boot off one either.

Used a win98 clean floppy and put fdisk on it.. and used that as boot image and made with nero a bootable CD.

Booted up and fdisk /mbr
Put in the Norton 2004 CD, booted again with it and ran fulll virus scan...

Clean....

Bad video card?
Bad mobo?

Or is it software related?
or some other piece of hardware?
 
2000 freezes during install, before copying files.
havent tried 98

Will go do that now for the heck of it.

If it is corrupted video at POST though... POST happens before windows is loaded...............
