Default internet problem

i have 20 meg broadband connection but im experiencing problems just recently(it was fine) and wondered what was going on.
i connect through a router and wondered if it was damaged as it was so old now.
basically what is happening is when i go on the net and click a page it just pretends to load then dosent.
if i refresh the page it loads ok but it randomly does this all day and its annoying.
its like its freezing and asleep when trying to find the page.but its also doing it when i try and download dl at say 30kbs and gets knowhere,but if i close it and start again it dl at 2 meg like it should.
as i say its intermittent and dam annoying.its like it can find a connection sometimes then cant be bothered the next.ive tried different dns,and reset everything,flush dns etc.mtu settings.
the bandwith is good on speed tests at 20 meg. before i buy a new router i thought i would try here.
any ideas?
