Intel Core 2 Duo: E6400 Only running at 1.6GHz??

Well i've been messing around with my computer today, and i've finally got around to downloading CPU-Z..To my dismay, upon launching it, I see that the Core Speed of my CPU is only running at 1596.0MHz-ish.

I'm fairly new to this, and i've been looking around my BIOS Setup, but there were no ways to change the speed. I'm using a IL9-Pro motherboard from ABIT.

Is there anything I can do to bring the speed back up to "normal"? I've tried one other CPU-speed-measuring software and it reported 2094.7MHz. Yet CPU-Z says different.

When the CPU is inactive, it clocks at 266 mhz * 6x multiplier for 1596 mhz
When the CPU is active, it clocks at 266 mhz * 8x multiplier for 2128 mhz. the normal speed
