Inaccessable external harddrive

I have a western Digital external harddrive, that is currently inaccessable. The Icon for the drive shows a red question mark, and the error message is that the drive is inaccessable.
I believe the problem is that I must take "ownership" of the drive, but I cannot remember how to do so.
Please help.
