Default IDE controller

I got ANOTHER hard drive, putting me at 400GB, for free, so I had to get an IDE controller. Well I ordered it, hooked it up, turned on the PC, XP recognized it. I ran the drivers for it, all set. Restart, and the HDD isn't showing. I have tried re-doing it, and nothin works. Any suggestions?

start -> run
run "diskmgmt.msc"
you should be able to format your drive from there
