Exclamation I need some advice to diagnose a problem

Every time i power up my other computer it brings up the HP loading screen. followed by the Windows XP loading screen. However, once the start up process gets to the Windows XP loading screen, it basically loads forever, then it starts the HP loading screen again and the cycle repeats. I hope i can fix this by just replacing hardware but not the whole entire tower.

any error message displayed?
it possible some problem in booting windows are you try using safe mode while in startup?
if is it not so, then repair the windows using windows bootable cd.

Go into safe mode. do a virus check and a malwarebytes.

Sounds like your PC keeps restarting and yeah it might be a virus or something of the sort. Do what MoM (hope I can call you that v_v) said above ^ and you can get malwarebytes here Malwarebytes.org.

You're fine, Joel. I got that nickname a few years ago in another forum. It's easier to write out MoM than MindoverMaster

But back on topic, do what we suggested, if it doesn't work, we'll try and find another workaround.
