I deactivated my keyboard and mouse..plz help

Actually not me, but my dad, and he needs help badly.

He reset the computer and in the resethe deactivated the keyboard and mouse. Now he can't access or inout anything. Is there a way that he can reset this externally? Maybe somewhere in the motherboard or some back door programming that can fix this? Surely that can't be the end, otherwise why they would give you the option to deactivate the mouse and keyboard if there wasn't a way to re-activate them?

Please help me and if you can e-mail me with the solution I'll be forever gratefull

Have you tried booting in "Safe Mode"?

if that does not work you could always use a rescue disk to put things right in windows, something like linux Knoppix
 
Pop out the CMOS battery for a few minutes, then replace and boot. It should go directly into the BIOS setup with default settings where you can change them.

Can you elaborate a little more on what you mean by "reset" the pc.
Also system specs would be very helpful.
