Default How to disable power from a hard drive

My problem is my other hard drive which keeps noise like.. errr no other.

I need the space for storage. I have to open the computer and disconnect the power cable from it every now and then because I can't take the noise. It initiates a headache. But opening computer and messing with wires takes it's time and is pretty unpleasant.

I already tried to disable the hard drive from windows, it disables, but the power keeps running within the drive as I CAN HEAR. Is there anyway I could toggle power to this hard drive from windows? (or somewhere else)

Buy an external case and install the second drive in it and connect it to your PC via USB. When you need the drive turn it on. When your done, shut it off and continue doing what ever you were doing.
