Default Hover-For-Cover

You know when you hover your courser over a hyperlink it displays the actual web address at the bottom of the screen, well my computer stopped doing this for me; anybody have any ideas why? I tried to Google it; however, I can't even find "hover-for-cover" i'm sure i didn't coin that phrase.
