High Pitch Squeel?

Ok, My friend is building a computer that he just ordered, and he gets a high pitch squeel when he turns it on. I told him to take out the gpu and see if the squeel still happens. He did this and the squeel stopped when he turned on the computer. Does this mean that the gpu is bad or can the psu possibly be bad too?

For reference he is using a raidmax 700watt psu and has a evga 8800gtx

(I'm at college so I'm in another state then he is right now :\ )

EDIT: Problem fixed... he only plugged in one pci-e connector, not two.
