Hibernating!!!@!

OK WELL i want to hibernate my computer. i have windows xp. when i press turn off computer, the hibernate/standby modes are disabled. when i go into the power options, i cannot find how to enable them. there are no hibernate tabs, and ive checked everywhere. Please help

also whenever i scroll down a page it goes really slow

update video cards for the heck of it. Had similar issue with ATI 9250
