I ope you cleaned the old paste off when you put the dab more.... If you didnt clean the old stuff off it may be part of the issue not letting enough of the heat transfer to the heatsink.

I did clean it up a little bit before the new. I waited a little bit to test it out after cleaning before replying. It seems to be doing better now with cleaning out the fan so I'll make sure to maintenance it every so often. Thank you for the tips! I'm still wondering if there is a bottleneck somewhere in my system, mostly the graphics card since I haven't done anything to it.
