hewlett packard won't reboot

When I cut on my computer the screen says no signal. All cables are correctly attached. I do not have internet. I can do Crtl/Alt/Delete and the screen will give the option of F1 or F10. The computer will not do an internal reboot. Please help me!

What happens when you hit F1 or F10? That should get you into setup or your BIOS settings where you can check some of your hardware.
