Help NEEDED Q9550 @ only 1.73ghz

I have no idea what is going on. I just got up and running with my new system and my CPU is only running at 1.73 ghz when it should be at 2.83.

Any ideas?

Hardware:
Q9550
Biostar i45
4gb pi black
asus 4870 1gb

installed MB drivers from cd
updated windows
latest catalyst
