Default Help, major problem

Alright, if anyone could help me with this it would be greatly appreciated.

I can't use both the keyboard and mouse at the same time.

If I turn on the computer with the keyboard plugged in, I can actually get something done, though it's pretty restricted.

If I turn it on with the mouse plugged in, I can't even get past my password.

If I plug one in after the other, neither work.

If I have them both plugged in when I turn on the computer, it makes this sound and I can't get past the loading screen.

Does anyone have any solutions?

My computer uses 1.5A-load, .8A-idle, .65A-standby, .05A-turned off on 125V.

You mean where I plug the mouse and keyboard into the computer? I'd assume that it's a round connector.

Did you change any hardware recently or has it ever worked with both at the sametime?
