Default HDD partion help

I am sure this is an easy fix. I don't need a full walkthru, just tell me where to go.

I have an IDE harddive I need to merge 2 partitions and make room for a new OS.

Where are the tools to fix this on winXP?

I don't think you can do it with the tools that Xp provides by it self.
I usually use Partition Magic to make changes on my disks, it's quite simple but don't forget to backup your data before in case something goes wrong.
