Default HDD I/O=10MB/s

I got this hard drive about two months ago, because my other one seemed faulty...I've been having some issues, since I bought it.

If I alt+del+ctrl and look at the resource monitor, I can see that the queue is almost always 100% and it works at 10mb/s...Sometimes it hits 1mb/s.....

Please tell me there's a fix for this, or some repair.

Maybe some bios setting?

Ugh.. Two faulty drives?? >.>

I was not tech savvy enough to realize what was going on quickly enough to return it.

For an OS drive, that is normal. It is doing many calculations.

Really? I saw it jump up to 100mb/s once and figured THAT must be the normal...Err..Ok, thank you then. I didn't think that ANYTHING should hit 100%, that causes issues, I thought. lol.
