Actually... it being a mem problem... he might have the wrong setup in his bios for his memory. And what I meant for what his bios showed was to see what voltage or additional memory mobo options were available pertaining to mem. Cpuz shows what his memory is set at... not what it's rated to run at... so it is relevant. Fyl
Anytime you have a memory problem it's due to voltage... or a bad stick of ram... its simple.
If the bios has failed to recognize the memory and you have cancelled out the bios settings or voltage problem, it could possibly be a defected mobo dram slot

I know well what you are talking about. It is very unlikely that his timings are causing this problem. If he raised the timings, then yes, this can be a problem. But on stock, he did nothing in his BIOS.
