Having issues after changing video cards

I have a somewhat old HP Pavillion computer that recently had its video card burn out. No problem, I figured. I planned on replacing the video card soon enough anyway. So i swaped out the gf4 ti4600 for a ATI 9800 Pro, however I didn't have time to uninstall the Nvidia drivers since the video card burnt out and I couldn't start it up to remove them. Now, whenever I start my computer, it gets stuck on the Windows XP screen during startup. I tried starting the computer up in safemode, but as it loads all of the drivers, it freezes on an nvidia dll. My question is, is there anyway I can remove the Nvidia drivers and load the ATI drivers if I can't start the computer up? Also, even though its an HP pavilion computer, would it be possible for me to reinstall windows XP using the XP disk rather than the built in reformat tools provided by HP? I'm afraid I wouldn't have the drivers needed if I did that though. Thanks for any help you guys can offer.
