Hard drive wont power up in External Enclosure

I cant figure this one out. I have a Roswill RX35 External IDE case, my Hitachi 250GIG 7200rpm ATA/IDE hard drive works fine in the case.

My daughter has a Maxtor 250gig PATA 133 HD , I tried to use in this case , but it wont power up, whats the difference between the ATA/IDe and the PATA/133. I know her drive is fine, she forgot her power supply to use it external.

PATA = IDE = ATA and so on in the simplest of terms.

Anyways, check the amperage pull on her drive, it could be a bit to much for the enclosure your using it in.
