Default Hard drive capacity problem HELP

hey eeveryone i just recently reformated my computer, and for some reason i only have 127GB in total, but my hard drive is suppose to have 200GB, my friend said that i need some kind of partition program, he says my other GB's are there somewhere, my computer just cant detect it some how... plz HELP.
