GTA 4 resource usage help !

hi i have a problem in the resource usage on gta4. It shows 202 and i cant change the sliders. its set on everything low , how i fix that, it was working properly until i started installing enb series , but then i unistalled the nvidia drivers and the game and did a clean install and still has the error

Please reply to in this thread in legible English, using appropriate punctuation and grammar. It does not need to be grammatically correct, we don't care that much, but at least so it is easily readable.

Describe the problem better too.

No-one is going to try and help you if they have to spend 5 minutes deciphering that illegible wall of text.
