Graphics Card Question

I have a graphics card on my PC that does nothing other than what you would expect a graphics card to do. It will allow you to connect your pc to a TV or monitor with a HDMI cable or a vga or a DVI cable, it does nothing fancy as it only cost about £35. What I want to know is if it is possible to send a picture to the PC via the cable from the TV or from my cable box so I can then record TV content directly onto my PC? Is this possible or do I need a TV tuner card in order to do this.

Graphic cards weren't meant to capture, and they don't have any inputs. You need a TV tuner card.
