Default graphics card conundrums

Where to start....I've been pulling my hair out over this for the last week wondering what i'm doing wrong. The monitor im using is a dell 2407WFP revision A03 and the affected computer is a dell insipiron 530 with a core2duo 2.33. I was messing around recently trying out my roommate's ati 5770 comparing it to my gtx280, seeing if i wanted to stay with nvidia or go with ati. When I was done using it the card's dvi port wasnt working on the card in his core2duo, I wiped the drivers clean rebooted,and got the dvi working somewhat,but after startup,if I do anything that causes the pc to restart, it will shut down and start up for 5 seconds,and repeat this cycle a couple times before completely starting up. The pc is powered by a 450w Thermaltake,which I understand is the bare minimum for the card. From what I've read, underpowered cards might do this from time to time,but if thats the case why is this problem arising now as opposed to 6 months ago?
Also,I do have on board vga,and im not getting beep codes.

Just the Nydus Touch is offline

Get into Safe Mode and use Guru3D - Driver Sweeper

I'm alittle confused with which cards giving you trouble... the ati or nvidia?

Which card has the dvi issue? The 280 takes more power than the 5770, so power on the 5770 shouldnt be an issue.

Might be possible that you sparked the card and fried it.

the ati 5770 is the card having issues, I didnt have much luck with driver sweeper, I also bought a new motherboard recently and tried it out on that,same cold boot issues. If i mess with it enough it starts working until restart or shut down,then reverts. I'll try driver sweeper again.
