ok so the pc was built a few years ago. the 9600 is what i am using now and the other card is the upgrade. My PSU is 650 watts but I have a ton of fans...and I just realized that I only have one 6pin pci express cable to plug into the video card it requires two. the other i thought was a 6pin was an 8 pin with two of the pins on separate wires....I think that this is the issue. Let mew know if u agree or not.

I tried to DL those programs but they would not wrk with win 7 for some reason

The 8-pin with two of the pin attached by wires is called a 6+2 cable. It can be used as a 6-pin or a 8-pin.

MSI Afterburner will work with Windows 7, run the program as a Administrator.

650 watts isn't telling us much, what is the make and model number.
