Going to black screen for a second? Normal?

Almost everytime I run a program, it varies as to what it is, but for instance I just installed ATI tray tools and when I ran it the screen went black for about 1 second then went normal again (with it running) It doesn't seem to be hurting anything, but is this normal? I recently upgraded to an x1900xtx, a a8n-32 sli deluxe mobo, and a 4400+ amd 64 x2 proc.

Mine always does that, too. It's not fully booted until it comes back from the 1 second black screen. I don't get it, though.
