Frequent no-boots

What hardware can be at fault in these trouble symptoms?

* Sometimes, when my computer is turned on nothing appears on the screen even though the video card and the monitor cables are set properly.

*Even though nothing appears on the screen, CD-ROM drives still scan for CDs and the hard disk activity light doesn't stop.

*Sometimes, when I play heavy graphic games, my computer restarts.

I think my video card or my hard disk is at fault. What do you think?

Is it a custom built PC? What are the spces of it, including what PSU you have - the wattage and amps on the 12v.
